러시아의 정치체제 운영 원리 및 지속성, 변화 가능성과 관련하여 정치 구조의 하부단위를 지탱함으로써권력 배분의 역할을 담당하는 정치엘리트에 관한 연구는 러시아의 연방주의를 가늠할 수 있는 중요한 지표라고 할 수 있다. 따라서 본 연구에서는 주지사 및 상원의원 선출 과정 분석을 통한 정치엘리트 충원시스템탐구라는 연구 필요성을 제시하고 있다. 본 연구는 이러한 연구 필요성을 증명하기 위해 러시아에서는 정치엘리트 충원시스템에 의해 주지사와상원의원 선출이 이뤄지는가라는 명제에 대한 ‘사실(result)’ 여부를 고찰하고 있다. 즉, 본 연구의 목적은주지사와 상원의원 충원이 어떻게 이뤄지는지 관찰함으로써 러시아의 정치엘리트 충원시스템을 분석하는것이다. 분석 결과 연구 필요성과 명제가 입증되었다. 즉, 러시아의 경우 중앙에 의해 지방정부가 철저히 통제되고 있으며, 푸틴사단이 추구하는 권력의 서열화를 통한 러시아 연방주의 시스템이 안정적으로 작동하고있었다. 또한 러시아의 엘리트 충원은 행정예비인력 프로그램을 기반으로 이뤄지고 있으며, 주지사의 경우행정예비인력 프로그램을 이수한 경우와 그렇지 않은 경우, 그리고 야당 몫의 권력 배분이 이뤄지고 있다는새로운 사실을 발견하였다.
Abstract
Research on political elites, who play a role in distributing power by supporting the subunits of the political structure, is crucial for assessing the Russian federalism, considering its principles of operation, sustainability, and potential for change within the political system. Therefore, this study suggests the necessity of investigating the political elite recruitment system through the analysis of the gubernatorial and senatorial election processes. This study examines the proposition of whether gubernatorial and senatorial elections in Russia are determined by the political elite recruitment system to validate the necessity of such research. In other words, the purpose of this study is to analyze the political elite recruitment system in Russia by observing how gubernatorial and senatorial positions are filled. The analysis confirms the necessity of the research and validates the proposition. Therefore, it suggests that in Russia, local governments are thoroughly controlled by the central authority, and the hierarchical distribution of power pursued by Putin’s administration has ensured the stable functioning of the federal system in Russia. Furthermore, it was discovered that elite recruitment in Russia is based on an administrative reserve program. It was found that in the case of governors, there exists a distinction between those who have completed the administrative reserve program and those who have not, as well as a distribution of power according to the allocation of positions to opposition parties.
