Abstract

Russia formally adheres to the principles of a democratic republic constitutionally, but it is classified as an authoritarian regime on a normative level. Typology methodology is a useful research approach for analyzing political elites within such authoritarian states, as it allows for objectively and scientifically demonstrating power transitions within the elites. In this study, Winters’ oligarchy typology model is utilized, and the administrative elites of the Putin regime are classified into six types. Through this, the analysis focused on examining how the structure of the political elite changed during the Putin era and identifying the qualitative changes that took place within it. The analysis revealed a transformation from the ‘Warring oligarchy' of the Yeltsin era to the ‘Ruling oligarchy' during the Putin era. Furthermore, by incorporating objective data overlooked in previous studies and applying the logic of property defense, new empirical cases were found that were not discovered within the existing analytical framework. In other words, in a situation where hierarchical yet horizontal threats among the oligarchs, Russian political elites were maintaining equilibrium among themselves by forming a collective leadership structure.
