최근 중앙아시아 국가들은 과거의 수자원, 국경 문제 등 지역 내의 협력을 저해하는 사안들에대해 원만한 합의를 이루고 중앙아시아 내부의 결속을 강화하고 있다. 2024년 제6차 ‘중앙아시아정상협력회의’에서는 향후 협력의 구체적인 로드맵과 실천방안 등이 작성되었으며 외부적으로는 ‘중앙아시아 플러스(C5+1)’형태의 대외협력 구도가 자리 잡으면서 중앙아시아 공동의 이익 추구와 지역 공동체로서의 전략적 포지션을 자국 이익에 활용하려는 움직임이 커지고 있다. 이러한 중앙아시아 국가들의 협력 강화에는 3가지 경제적 요인이 작용하고 있다. 첫째, 최근 중앙아시아 다수의 국가들을 경유하는 유라시아 운송로 개발의 활성화이며 여기에는 각 국가 간의 이해관계 조정이 필수적이다. 둘째, 지역 내의 에너지 부족 문제를 해결하기 위한 방안은 단기적으로 에너지 그리드가 연결되어 있는 역내 국가들의 에너지 교환만이 해결책이다. 셋째, 외부로부터의 투자유치와 산업 협력은 공동의 시장을 강조하고 협력하여 효과를 극대화할 수 있다. 협력 과정에서 카자흐스탄은 경제적으로 가장 선도적인 국가이자 다른 국가들을 도우려는 의지를 발현하는 국가로서협력의 촉매 역할을 하고 있다고 볼 수 있다.
Abstract
In recent years, Central Asian countries have achieved amicable agreements on issues that have previously hindered cooperation in the region, including water resources and border issues. These developments have also led to a strengthening of internal cohesion. The 6th Central Asia Summit in 2024 provided a detailed roadmap and action plan for future cooperation, and externally, the “Central Asia Plus (C5+1)” framework has been established, and there is a growing movement to pursue common interests and leverage the strategic position of Central Asia as a regional community for national interests. The following three economic factors are driving this increased cooperation among Central Asian countries: firstly, the recent development of the Eurasian Transportation Corridor, which passes through many Central Asian countries, requires the coordination of interests between them; secondly, the region’s energy shortages require energy exchange among countries with interconnected energy grids in the short term; and thirdly, investment and industrial cooperation from outside the region can be maximised by emphasizing common markets and working together. In this process, Kazakhstan can be regarded as a catalyst for cooperation, given its status as the most economically advanced country in the region and its willingness to assist others.
