Abstract
This study analyzes the European Union’s (EU) strategy toward Central Asia as a risk-hedging measure against economic dependence on Russia in the aftermath of the Russia-Ukraine war, with a particular focus on assessing the main achievements and limitations of its connectivity agenda. Recent geopolitical shifts have ushered in a new phase in EU-Central Asia economic and diplomatic relations, prompting the EU to seek alternative logistics and energy routes to reduce its economic dependence on Russia. Accordingly, this study examines how the EU’s policy toward Central Asia is being implemented across three key areas: diversification of energy supply chains, securing critical raw materials, and strengthening logistics and transport connectivity. Furthermore, this study highlights the potential of the EU’s strategy toward Central Asia in reducing Russia’s influence and strengthening its economic presence in the Eurasian region, while also addressing the practical limitations and challenges it faces. Moving forward, the EU must establish more effective and pragmatic cooperation models, align economic and political interests with Central Asian countries, and enhance institutional and financial support to ensure sustainable collaboration.
