Abstract
Trade between European and Eurasian countries has complementarity by exchanging finished products and raw materials. However, after the Russo-Ukrainian War, industrial cooperation between Europe and Eurasia is also changing. Europe is promoting cooperation with countries in the Caucasus and Central Asia, which has been able to cooperate in various industries in exchange for energy imports, but is experiencing difficulties due to the relatively small market size, lack of various infrastructures, and geographical constraints. In the absence of Russia, the asymmetry between Eurasian countries and Europe due to differences in technology and information increases, limiting the positive effects of cooperation. The direction of active cooperation between the EU and Eurasian countries must be modified so that they can participate in the reorganization of the global supply chain. Institutional reforms need to be promoted so that capital investments can be made in Eurasian countries to participate in regional cooperation and international division of labor. In order to strengthen cooperation with Eurasian countries, Europe must present various cooperative measures, such as aid for trade that can improve the industrial competitiveness of Eurasian countries. In this context, cooperation between Europe and Eurasian countries excluding Russia will change into a new phase of cooperation that goes beyond the existing method.
