헬싱키 틀(Helsinki Framework)의 성립과정 연구: 미국, 소련, 서유럽의 전략적 삼각관계를 중심으로

초록

본 연구는 범유럽안보협력 구도로 불리는 소위 헬싱키 틀(Helsinki Framework)이 성립되는 과정을 주요 변수와 단계 설정을 통해 동태적으로 설명하는 데 목적이 있다. 범유럽안보 논의는 전쟁 재발 방지와 공동 번영을 공통 목표로 한 서유럽 국가군과 소련의 이해관계를 기본 동력으로 간주하고 있다. 그럼에도 그 논의의 진척과 국면 전환 그리고 헬싱키 틀의 형성 등 구체적인 상황 진전은 미국의 역할 변수에 크게 의존하고 있음을 알 수 있을 것이다. Ⅱ장에서 전략적 삼각관계론을 분석 도구로 소개할 것이다. Ⅲ～Ⅴ장에 걸쳐서 유럽안보협력회의(CSCE)가 틀 지어지는 과정을 그 복잡한 논의 내용과 국면 변화를 고려하여 세 단계로 나눠 살펴보고자 한다. 세 시기 논의는 유럽에서의 데탕트를 전략적 삼각구도하에서 분석한 후, 그 연장선상에서 CSCE 관련 논의 경과를 분석하는 순서로 이루어질 것이다. 헬싱키 틀의 성립과정은 태동기(1966～1972년)→ 협의기(1973～1974년)→ 합의기(1975년)로 시기 구분하여 논의할 수 있다. Ⅵ장에서는 이상과 같은 전략적 삼각관계의 변화를 평가하고, 결론에서는 가능한 시사점을 도출해보고자 한다.

Abstract

This article analyzes the origins of the Conference on Security and Cooperation in Europe(CSCE), focusing on the formation process of the Helsinki Framework. It also highlights the European security environment in the late 1960s and early 1970s and the negotiation process between CSCE participating states. Dividing different variables and stages is necessary in discussing the issue in depth. The European security order during the Cold War era was highlighted by the triangular relationship between the United States, Soviet Union, and other West European countries, and the formation of the Helsinki Framework reflected the complex negotiation process. Such process is segmented into several stages and to support following arguments, theoretical resources such as the Strategic Triangular Relationship theory and the Security Alliance Dilemma theory are used. CSCE discussions are based upon the common interest of both East and West Europe in issues such as preventing the recurrence of war and working for Europe’s mutual prosperity. Despite such advancement in relations, efforts to keep issues rolling and reaching an agreement and other important problems, they are still greatly dependant of the role of the United States. Theoretical background will be explained on chapter Ⅱ and then the negotiation process and how the Helsinki Process was formulated by the variable factors from the U.S. will be demonstrated throughout chapter Ⅲ～Ⅴ.
