이 글은 한국 민주주의가 공고화의 단계를 지나 선진 민주주의를 향해 나아가는 단계에 들어섰다고 진단하고, 이제 한국정치의 새로운 과제는 총체적으로 민주주의의 심화로 압축될 수 있다고 보았다. 민주주의 심화의 과제는 무엇보다도 시민과 정치인의 태도 및 행동의 변화와 이를 촉진하거나 혹은 이의 결과로서 나타나는 다양한 수준의 제도화에서 모색되어야 한다고 판단된다. 갈등 해소의 제도화, 정당정치의 제도화, 국회 – 대통령 관계의 제도화 등이 중요한 과제로 등장하고 있으며, 이러한 제도화의 과제와 아울러 정책지향적 투표행태 촉진, 지역 간 차별 관념의 종식, 시민의 민주적 규범의 내재화, 정치인 상호간의 존중 등 행태와 태도의 변화도 매우 중요한 과제로 등장하고 있다.
Abstract
Having completed democratic consolidation during more than two decades since the 1987 democratization, Korean democracy should move forward to achieve another goal, democratic deepening. Democratic deepening, in its turn, requires for its successful progress meaningful changes in the attitude and behavior of both citizens and politicians on the one hand, and institutionalization in various political areas, including party politics and the presidential-legislative relationship, on the other hand. The institutionalization in social conflict resolution, internal party politics and party-member interaction, and the presidential-legislative relationship is in urgent need. At the same time, policy-based voting behavior, open-minded conversation between regions, internalization of democratic norms, and mutual respect among politicians are required to promote democratic deepening in terms of attitude and behavior.
