2015년 7월 타결된 이란 핵협상은 북한 핵문제를 바라보는 한국 국민들에게 많은 아쉬움을 느끼게 했다. 이란이 국제사회와 핵문제 합의를 이루어낸 반면, 북한은 2016년 1월 4차 핵실험을 감행하며 국제사회와의 대결구도를 강화하고 있기 때문이다. 오바마 행정부는 왜 이란 핵문제는 타결시키면서 북한과는 핵협상을 진전시키지 못했는가? 적대국 관여외교를 펼친 오바마에게도 왜 북한은 예외적인 모습으로 남겨졌으며, 북미관계는 왜 개선되지 못했는가? 이 글은 오바마의 적대국 관여외교의 관점에서 이란 핵협상 타결을 살펴보고, 이것이 북한 핵문제에 주는 함의를 분석한다. 결국 북한 핵문제의 해결은 이란 모델을 통해서가 아니라 새로운 북한 핵문제 해결 모델을 통해서만이 가능하다. 북한 핵문제를 해결하기 위해서는 새로운 해법과 프레임 구성을 구축하는 것이 필요하다. 하지만 무엇보다도 북한 핵문제를 넘어서 북한 문제 자체를 해결하려는 시도가 중요하다. 북한체제가 핵무기를 보유하며 생존하는 한 한반도 통일 역시 불가능하기 때문에, 북한 핵문제는 통일 과정에서도 가장 중요한 변수일 수밖에 없다.
Abstract
The South Korean people are now very envious of the Iranian nuclear deal that was agreed in July 2015. It is because North Korea conducted the 4th nuclear test in January 2016 while Iran concluded an agreement with international society on the nuclear issue. Why could the Obama administration succeed in the Iranian nuclear deal, but not the North Korean one? Even with Obama’s engagement diplomacy on enemy states, why not North Korea? This paper reviews the process of the Iranian nuclear deal and seeks to compare it with the North Korean nuclear problem. In fact, the North Korean nuclear issue cannot be resolved by the Iranian model but it is necessary to build a new North Korean model. Most of all, we need to move beyond the nuclear issue to the North Korean problem itself. Because the Korean unification cannot be achieved when North Korea survives with its nuclear weapons, the resolution of the North Korean nuclear issue is one of the most important variables for the Korean road to unification.
