오바마 행정부는 북한 비핵화 목표 달성을 위해 ‘북핵문제’가 아닌 ‘북한문제’ 해결 차원에서 접근하고 있으며, 이를 위해 ‘포괄적 협상’과 ‘전략적 인내’ 정책을 추구하고 있다. 그러나 이는 현재 북한의 강경한 반발과 도발위협에 부딪쳐 심각한 난관에 봉착해있는데다 최근에는 반대파들에 의해서도 정책변경을 요구받고 있다. 따라서 본 논문은 오바마 행정부의 대북정책이 앞으로도 지속될 수 있을지, 만일 변화를 시도한다면 어떤 형태로 나타나게 될지를 전망할 목적으로 작성되었다. 이를 위해 본논문은 제Ⅱ장에서 오바마 행정부의 대북정책으로서 ‘포괄적 해결’ 구상을 검토하고 Ⅲ장에서는 최근 북한의 도전과 오바마 행정부의 전략적 인내 정책의 한계에 관해 분석하기로 한다. 이를 바탕으로 제Ⅳ장에서는 오바마 행정부의 대북정책에 대한비판과 새로운 정책의 채택 가능성을 전망하기로 한다. 북핵문제, 오바마 행정부, 북한 비핵화, 포괄적 협상, 전략적 인내
Abstract
On the purpose of attaining North Korean denuclearization, Obama administration has been pursuing policies of ‘comprehensive negotiation’ and ‘strategic patience’while groping for solution not on ‘North Korean nuclear issues’ but on ‘North Korean issues’. But these policies have been put into a dilemma because of North Korea’s strong resistances and provocations. Recently, Obama administration has been forced to change its policies by oppositions. This paper was made to prospect whether Obama administration’s North Korea policies can be maintained or not and whether it will be manifested as any strategy if it is changed. For the purpose of it, this paper examined ‘comprehensive settlement’ as Obama administration’s policy in chapter II and analysed North Korea’s challenges to U.S. and weaknesses of ‘strategic patience’ in chapter III. On the basis of it, this paper examined critics for Obama administration’s policies and prospected for possibilities of an alternative policy in chapter IV.
