제2기 김정은 정권의 정책방향과 권력 조직의 구조: 최고인민회의 14기 1차 회의를 중심으로

본 연구는 북한 제14기 1차 최고인민회의를 중심으로 북한의 인사 변동, 헌법 개정을 통한 북한의 권력 조직 구조 강화와 그를 위한 정책, 변화를 민츠버그의 내부 연합 행위자틀을 통해 분석하였다. 분석 결과 대내외 정책과 연관된 인사를 기용함으로써 김정은 국무위원장이라는 최고 코디네이터의 역할 강화, 선출된 인사들의 보조스태프로서의 역량을 집결해 정책 집행을 위한 국무위원회 위상이 강화되었다. 또한 직전의 14기 대의원 선거, 헌법 개정등을 통해서 김정은 2기 권력 구조를 위한 인선과 변화가 나타났다. 이를 통해 북한은 지속되는 미국의 제재 조치와 미국과의 외교 담판의 이중전략을 통해 조직, 즉 체제 안정성을 고려하였다. 북미대화시 선제적으로 대응하기 위한 외교전 인사와 지속된 제재에 대응하기 위한 내각 총리 및 김정은 체제의 이데올로기에 적합한 인물 배치를 통해 이중 전략 구조가 나타나고 있다.
Abstract
Using Mintzberg‘s framework of internal and external coalition, this study analyzes the strengthening of the structure of power organizations in North Korea through personnel changes and constitutional amendments, with a focus on the First Session of the 14th DPRK Supreme People’s Assembly(SPA) in the Kim Jong-un era. Through such analysis, this study confirms the following: the strengthening of Kim Jong-un’s role as Chairman of the State Affairs Commission(SAC) by the appointment of personnel related to internaland external policy, and also the strengthening of the status of the SAC for policy enforcement via the selected coalition. In addition, there appear changes in the personnel of Kim Jong-un’s organs of power structure through the election of delegates to the 14th SPA and amendments to the constitution, among other means. Through this, North Korea considered the stability of its system by way of duel strategic structure—the dispatch of diplomatic officials and newly selected Premier of the Cabinet who hold apt ideological conviction of the Kim Jong-un regime—as a preemptive response at the time of DPRK-US diplomatic dialogue and ongoing sanctions against North Korea.
