초록

한국, 미국, 일본 사이의 삼자관계는 미일, 한미 양자관계에는 위계가 존재하나, 한일 간 양자관계는 미국의 영향력 하에 있으면서 양국의 국내정치에 의해 좌우되는 복합적인 모습을 보이고 있다. 즉 한미일 관계의 비대칭성은 단순히 무정부 상태에서 권력의 분포에 따라서만 결정되는 것이 아닌 좀 더 다층적인 성격을 갖고 있다고 할 수 있으며, 이 점에서 최근의 위계성이나 지위에 대한 국제정치학적 논의를 참고할 필요가 있는 것이다. 한국전쟁의 발발과 이어서 1951년 9월에 맺어진 샌프란시스코 강화조약은 이와 같은 한미일 관계의 위계성을 구조화하는데 커다란 영향을 미쳤다. 이 논문은 샌프란시스코 평화회의를 통해서 한미일 관계가 위계적인 형태로 분화되었으며, 일본은 대리인이라기보다는 동아시아 냉전 구성의 주체 역할을 수행하였고, 한국의 참가국 지위는 정치적인 과정을 통해서 부정되었음을 보여주고 있다.

Abstract

The trilateral relations among the United States, Japan and Korea show complex characteristics in which the bilateral relations between the United States and Japan, and between the United States and Korea, respectively contain hierarchy, but the bilateral relations between Korea and Japan have been shaped by their domestic politics under the influence of the United States. In other words, the asymmetry of US-Japanese-Korean relations represents multiple aspects which are determined by more than just the distribution of capabilities in an anarchical environment. Accordingly, close attention must be paid to recent theoretical discussions in international relations concerning hierarchy and status. The San Francisco Peace Treaty was signed in July 1951, and had a great impact on the structuration of the hierarchy in US-Japanese-Korean relations. This article argues that through the peace conference, the relations among the United States, Japan and Korea were differentiated into a hierarchical pattern: Japan played an important role as an agent in construction of the so-called San Francisco system, while Korea’s status as a participant in the treaty was denied by a political process.
