1951년 9월, 격화되는 냉전을 배경으로 일본은 샌프란시스코에서 48개국과 제2차 세계대전 전후 처리를 위한 강화조약을 체결했다. 미국 주도로형성된 이 다국 간 합의는 아시아·태평양 지역의 전후 국제질서를 크게 결정지었다. 이 조약은 미국이 지역 동맹국들과 체결한 몇 가지 안전보장조약과 함께 지역 냉전 구조인 ‘샌프란시스코 체제’의 토대를 마련하였다. 샌프란시스코 체제는 역내 미군 주둔과 지배적 영향력을 보장했고, 일본에 민주주의와 경제적 번영을 가져다주었다. 그러나 이는 여러 ‘미해결 문제들’의여지를 남겼다. 현재까지도 이러한 영토 분쟁을 둘러싸고 국가와 민족이 분열되어 있으며, 영토 주권 및 국경 문제도 예외가 아니다. 본 논문은 저자의초기 저술을 바탕으로 하여 샌프란시스코 강화조약에서 비롯된 영토 문제에 대해 논의하고 현대 사회에서의 시사점에 대해 간략히 언급한다.
Abstract
In September 1951, against the backdrop of the intensifying Cold War, Japan signed a post-WWII peace treaty with 48 countries in San Francisco. Formulated under the initiative of the United States, this multilateral agreement largely determined the postwar international order in the Asia-Pacific. Along with its associated security arrangements between the United States and its regional allies, the treaty laid the foundation for the regional Cold War structure: the “San Francisco System”. The San Francisco System ensured US military presence and dominant influence in the region and brought democracy and economic prosperity to Japan. However, it also left seeds for multiple “unresolved problems”. Even today, countries and peoples are divided over those conflicts in the region. The problems over territorial sovereignty and national borders are no exception. Based on the author’s earlier works, this paper discusses those territorial problems derived from the San Francisco Peace Treaty. It also briefly touches on their contemporary implications.
