러시아의 영토확장 행동에 대한 나토와 미국의 군사적 대응 연구: 2008년 러시아-조지아 전쟁, 2014년 러시아-우크라이나 전쟁을 중심으로

초록

탈냉전 이후 유럽 질서는 ‘불균형한 다극체제’ 속에 놓이게 되었다. 유럽 주둔 미군은 본격적으로 철수한 반면, 러시아군은 막강한 군사력을 이용하여 주변국을 침공했다. 2008년 러시아-조지아 전쟁, 2014년 러시아-우크라이나 전쟁에서 러시아는 양적, 질적으로 압도적인 군사력을 선보였다. 우크라이나는 물론 나토와 주요회원국은 제대로 된 대처를 할 수 없었다. 당시 나토의 정치적 의지, 나토군의 군사적 능력으로는 러시아의 빠르고 강한 침략에 대처할 수 없었다. 전쟁의 종결을 위해 나선 것도 유엔이나 나토가 아닌 프랑스, 독일 등 개별국가였다. 2014년 러시아-우크라이나 전쟁 이후 러시아의 영토확장 행동을 막기 위해 나서고 있는 것은 미국이다. 나토군 ‘준비태세실행계획’을 수립하고 ‘초고수준준비태세합동특임부대’, ‘증강된 나토대응군’ 운용을 주도하고 있다. 일련의 조치들은 연구자들로 하여금 ‘냉전으로 회귀’를 예단하게 하고 있다. ‘준비태세실행계획’부터 ‘증강된 나토대응군’까지의 핵심개념이 냉전기에 버금가는 ‘전진배치’를 포함하고 있기 때문이다. 향후 러시아의 팽창을 저지하기 위한 국제정치적 행동은 유엔이나 나토가 아닌 개별 강대국에 의해 이루어질 것이다. 동유럽 약소국을 포함한 러시아 주변국은 다른 강대국의 보호를 받고자 자신의 영토에 외국군 주둔을 허용할 것이다. 미군 등이 현재 에스토니아, 라트비아, 리투아니아, 폴란드에 주둔하고 있으며 러시아주변국과 군사안보 협력을 늘리고 있다. 러시아가 주변국에 대한 군사적 위협의 수위를 가시적으로 낮추지 않는다면 유럽에서 활동하는 미군 규모는 증가할 것이다. 유럽 질서를 지배하던 ‘불균형한 다극체제’는 ‘불균형한 양극체제’로 변모할 것이다. 이것이 ‘냉전으로 회귀’의 실체이다.

Abstract

After the post-Cold War, the European political system was placed in an ‘unbalanced multipolar system.’ While the United States troops stationed in Europe withdrew, the Russian army used its military power to invade neighboring countries. In the Russo-Georgian War(2008) and Russo-Ukrainian War(2014), Russia demonstrated its overwhelming military power. At that time, NATO's political will and the military capabilities of NATO Forces could not cope with Russia's aggression. After the Russo-Ukrainian War, the U.S. is stepping up to prevent Russia's territorial expansion. Through NATO, the U.S. have established the ‘Readiness Action Plan’ and are leading the ‘Very High Readiness Joint Task Force’ and ‘enhanced NATO Response Force.’ It's core concepts include ‘Forward Deployment' comparable to that of the Cold War. International political action to prevent future expansion of Russia might be carried out by individual powers, not by the UN or NATO. Russia's neighbors in Eastern Europe, would allow foreign military presence in their territories to be protected by great powers. The U.S. Forces is currently stationed in Estonia, Latvia, Lithuania and Poland, and is increasing military and security cooperation with neighboring countries. In the future, unless Russia visibly lowers the level of military threat to neighbors, the scale of U.S. Forces operating in Europe will increase. Then the ‘unbalanced multipolar system' that dominated the European political system will be able to transform into an ‘unbalanced bipolar system.' This is the reality of the ‘return to the Cold War.’
