본 논문은 2008년 8월 발생한 조지아 전쟁과 2014년 우크라이나 사태에 대한 러시아의 개입을 비교하고, 개입의 의미를 제시하려는 목적을 갖고 있다. 이를 위해 개입목적에 의한 강대국의 군사적 개입 유형을 몇 가지로 제시하고, 조지아 전쟁과 우크라이나 사태가 각각 ‘정권교체’를 추구한 개입 및 ‘민족 갈등에 대한 외부 개입’에 해당된다고 보고 있다. 조지아 전쟁과 우크라이나 사태는 러시아의 개입양상에 있어 공통적인 특성을 보여주고 있다. 무엇보다도 러시아 측의 개입을 위한 사전 조치와 언론을 비롯한 정보전에서 현저하게 유사한 특성들이 드러나고 있는데, 그것은 첫째, 개입을 위한 사전 조치에 있어 가장 주목할 만한 징후로 러시아 군대를 국경 인근 지역에 주둔시켰다. 둘째, 언론전을 포함한 심리전 내지는 정보전에서 러시아는 푸틴 집권 이후 일관되게 언론을 통한 러시아 측 주장의 정당성을 확보하기 위한 노력을 해왔다. 셋째, ‘코사크(the Cossacks)’를 비롯해 전투 경험이 많은 친러 민병대를 크림 합병 및 우크라이나 내전에도 투입한 흔적이 역력하게 나타난다. 결국 푸틴이 주도하는 러시아의 개입 양상은 이른바 ‘하이브리드 전쟁(hybrid war)’의 형태를 띠고 있다. 푸틴 러시아의 군사적 개입은 CIS 내 소지역패권을 목적으로 하고 있으며, 경우에 따라서는 주권국가의 ‘영토적 통합성’ 원칙도 파기하는 성격을 갖고 있다. 결국 군사력을 앞세운 러시아의 지역 내 개입 추구는 민족문제를 둘러싼 갈등에서 ‘힘의 우선’ 원칙을 확립하는데 기여했으며, 국제사회는 이를 해결하기 위해 러시아가 정치적 해결을 추구하도록 노력할 의무가 있다.
Abstract
This paper has a purpose to compare the Russia's intervention in two disputes, the Georgia war 2008 and the Ukrainian crisis 2014, as well as for suggesting the meaning of the intervention in two cases. These seems to reflect the common patterns in the methods of intervention, that is, preemptive actions, intelligence, and war in cyber space by Russia. While the Russian army were located in nearby the border in advance of the break of war, Russia had activated the means of advertising Russia's position, including mass media, internet etc. After Putin's inauguration to presidency, techniques and skills for propaganda has been increasingly developed in Russia. With these points, Russia has often mobilized the solders of private armed forces, like 'Cossacks', with regular army. Particular attention is given to conceptual and practical problem involved in the identification as a new type of 'hybrid war'. Putin Russia's goal of military intervention is destined to 'regional small hegemon' in space of Eurasia. In any case of pursuing the Russia's national interests, the principle of 'territorial integration' are sometimes neglecting. Conclusionally, there should be continuous efforts to find ways to work for the political solutions in ethnic conflict around Eurasian land.
