초록

이 글은 탈냉전시기 새롭게 지구적 거버넌스(global governance)로서의 역할이 주목되고 있는 유엔에서의 중국의 외교행태에 대한 미시적 분석을 통해 중국의 국제체제 참여의 의미와 의도를 규명하고자 했다. 이 글에서는 중국이 거부권이라는 강력한 특권과 더불어 국제평화와 안전을 보장할 일차적 책임을 동시에 지고 있는 안보리의 상임이사국이라는 점에 착안하여 안보리를 주된 분석대상으로 설정했다. 특히 최근 논의가 진행되고 있는 안보리의 구조개혁에 대한 중국의 입장, 그리고 안보리에서의 표결행태에 대한 분석에 초점을 맞추고 있다. 중국은 안보리 상임이사국이라는 지위를 기반으로 하여 유엔이라는 국제적으로 그 정통성과 권위를 인정받는 기제를 적극적으로 활용하여 책임대국으로서의 이미지를 구축하면서 사실상 세계적 영향력을 지닌 강대국으로 부상하려는 의도를 지니고 있으며, 이를 위해 유엔 주도국으로서의 입지를 확보하려는 전략적 접근을 하고 있다. 즉 중국은 책임대국론의 제기와 더불어 유엔 안보리 개혁에 대한 의지 표명, 안보리 표결에서의 적극적 이해 반영 등을 통해 단순 참여자가 아닌 주도국으로서의 위치를 지향해가고 있음을 보여주고 있다. 그런데 중국은 안보리 상임이사국으로서 책임과 권리의 균형을 유지하고 있다기보다는 여전히 현실적 국가이익에 대한 높은 지향성을 보이고 있으며, 주도국을 지향하는데 있어서도 여전히 적지 않은 한계와 문제를 안고 있다.

Abstract

This study examines China's strategic intension in its United Nations diplomacy as a rising power by analyzing China's voting behavior in the UN Security Council(UNSC) and its view of UNSC reform. China's diplomatic behavior in the UN has already shifted from the challenger to the cooperator and then to the leading country's transition. China has begun to stress the UN's important role and authority in safeguarding international peace and security especially since the late 1990’s. Chinese political elite assume that UN is not only useful for making an image of China's responsible power in international society, also provides the leverage which China can restrain U.S. in indirect and justifiable ways. By analyzing China's voting records in the UNSC, China sometimes pursues its own interest-Taiwan issues and energy security by casting veto, and Chinese stance on sovereignty issues in UN except its own one (Taiwan issues) has taken place a subtle yet significant change. In practice China has become more pragmatic and often subjected its principles to its interests. China still confronts limitations to be a real leading country in UN because of lacking in maintaining the balance of a responsibility and a right as a UNSC permanent member.
