한국의 새로운 정당모델: 대안 정당으로서의 유권자정당

초록

탈산업화에 따른 사회경제적 변화, 유권자들의 교육수준 향상 및 가치정향 변화 등 정당환경이 크게 변화했을 뿐 아니라 정당형성 과정이 선진민주국가와 크게 다른 우리와 같은 후발민주국가의 경우 전통적인 대중정당에서와 같은 강력한 당원조직을 만들어서 이를 유권자들과의 관계를 강화해 나가는 연결고리로 활용한다는 것은 현실적으로 실현해 내기 어려운 상황이다. 또한 이러한 강력한 당원조직을 토대로 주로는 열성적인 당원과 정당활동가들이 주도하는 원외정당에 의해 엄격하게 통제되어 강한 기율을 갖는 대중정당 형태는 우리와 같은 대통령제 국가가 제대로 작동되기 위해 요구되는 의회와 행정부의 원활한 관계 설정이나 정치적 갈등 상황을 해소해 나가는 데에도 도움이 되지 않는다. 더욱이 소득불균형으로 인한 사회양극화 심화 등 엄중한 현실들은 국민적 합의의 폭을 꾸준히 넓혀 나가는 협력적 정당정치를 요구하고 있다. 본 논문에서는 당원 뿐 아니라 정당지지자와 정당투표자들이 정당의 의사결정 과정, 특히 가장 중요한 후보선출 과정에 참여하게 됨으로써 유권자수준 정당을 강화시키고 이처럼 강화된 유권자수준 정당이 공직수준 정당과 긴밀하게 연계된 유권자정당을 새로운 정당모델로 제시하고 있다. 본 논문에서 제시된 유권자정당은 유권자들과의 원활한 소통이 이루어지는 개방적인 정당, 당원을 포함한 보다 많은 유권자들의 요구에 대한 반응성이 높아진 정당, 유권자들의 실생활에 밀착된 현실적인 정책생산 역량이 강화된 정당, 원내정당과 의원들의 자율성이 확보된 정당, 그리고 분권화된 수평적 연결망 형태의 정당 등으로 요약될 수 있다.

Abstract

Given the significant change in party environment including the emergence of post-industrial society, enhanced education level, and cognitive mobilization of voters, it is difficult to have a large membership organization as in mass party with strong party discipline. Moreover, a political party with strong party discipline does not fit in well with the presidential system in which compromise and accommodation between separated powers need to be activated. Recently deepening social polarization due to increased income inequality also requires politics of compromise. In this article the party of the electorate is suggested as a new party model to facilitate politics of compromise which is needed particularly in the presidential system like Korea. In the party of the electorate voters supporting political party are empowered through their participation in important intraparty decision-making including candidate selection and the linkage between party supporters and elected officials of party is strengthened. The party of the electorate suggested in this article basically aims at open, responsive, decentralized, and policy-oriented political party.
