이 논문은 현대 사회의 특징을 ‘신갈등사회’로 규정한다. 시민사회의 정치적 표출과 시민운동의 제도화경향 나아가 갈등의 일상화경향이야말로 ‘신갈등사회’의 전형적 현상이다. 신갈등사회적 특성을 드러내는 한국 사회에서 한편으로는 제도화된 시민운동과 전자적 대중의 유연자발집단 등 시민사회의 다양한 정치참여방식 등과 다른 한편으로는 기존 정당의 경직성과 폐쇄성, 비효율성 등이 결합됨으로써 정당의 위기를 가중시키고 있다. 정부, 정당, 시민사회 간의 정치적 소통이 소멸된 정당정치의 특징을 ‘탈정치화’로 규정하고자 하며, 이를 정당정치의 ‘혼합정치’와 ‘틈새정치’라는 개념으로 설명하고자 했다. 선거를 위해 모여 정당 내부의 이질성이 심한 혼합정치의 특성과 함께 기존 정당과 정치적 수요층의 틈새를 겨냥해 선거 국면에서 정당이나 정치세력화가 급조되는 틈새정치는 정당정치를 시민으로부터 유리시킴으로써 탈정치화의 중요한 요인으로 작용하고 있다. 정당정치의 이러한 특징은 신갈등사회의 역동성이 가져오는 위기구조와 중첩되면서 한국의 정당정치가 이중적 위기를 맞도록 하고 있다. 이 글에서는 이러한 정당정치의 위기를 넘어서기 위해 시민사회에 정당을 다시 뿌리내림으로써 정당정치를 ‘재정치화’ 할 것을 강조한다.
Abstract
This paper defines characteristic of contemporary society as 'new social conflict society'. The political expression of civil society, the institutionalization of social movements, and the prevalence of social conflicts in everyday life are typical phenomena in new social conflict society. The various political participation processes of civil society in Korea, the institutionalized social movements and the flexible voluntary groups of electronic public, join together threatening the party politics on the one hand, and increase the crisis of political party system by revealing the inflexibility, the lack of communication, and the inefficiency of the existing system, on the other hand. I refer to this lack of communication among government, political party, and civil society as 'depoliticizing', and try to explain the main features of this phenomenon by two concepts, 'mixed politics' and 'niche politics'. These trends of party politics disembled political parties from citizens. Moreover, this unique political party system of Korea exposes the dual crisis because it is overlapped by the crisis structure that the dynamism of new social conflict society induces. To overcome the crisis of party politics, this article emphasizes the 'repoliticizing' party politics by reembedding political parties on civil society.
