중국은 경제력, 군사력, 소프트파워에서 중국의 부상을 실현하고 있으며, 이는 국제사회의 비상한 관심을 불러 일으켰다. 이러한 중국의 부상은 한반도에도 강력하게 투사되고 있다. 한반도는 지정학적으로 중국과 인접해 있고 강력한 한미 군사동맹을 유지하고 있으며, 한중 양국 간 경제와 투자가 급증하고 있고, 영토와 역사에 대한 기억까지 적층된 곳이다. 따라서 중국의 부상은 한반도에 매우 복합적으로 전개될 것이며, 이에 대한 한국의 대응도 국제적 또는 지역적 수준에서 접근하는 것과는 다를 수밖에 없음을 의미한다. 이 논문은 자유주의적 낙관주의의 입장에서 한반도에서의 중국 부상의 성격을 분석했다. 첫째, 정치안보적으로 양국의 이념적 차이에도 불구하고 중국이 한미동맹의 확대를 상쇄시키기 위해 매우 신중하고 절제된 행동을 해왔고 앞으로도 한중 간 공동이익을 확대하는 방향으로 나아갈 것이다. 둘째, 경제적으로도 중국의 부상에 따라 한중경제는 공진화(co-evolution)가 나타났다. 이런 점에서 중국의 부상은 종속에 따른 위협이 아니라, 경쟁이 본격화된다는 것을 의미한다. 셋째, 사회문화적으로 폭발적인 교류는 양국의 상호이해를 넓혔다. 비록 역사분쟁 등 몇 가지 잠복된 갈등이 있으나, 양국 모두 민족주의를 과도하게 활용하는 것을 부담으로 느끼고 있다. 오히려 중국은 한국이 중국을 위협으로 인식하여 한미동맹에 의존하지 않도록 소프트파워 전략을 강조할 것으로 보인다. 이런 점에서 중국 부상의 이미지와 실체를 구분하고, 과도한 위협담론이 실제의 정책으로 전화되지 않도록 하는 세심한 관리가 필요하다고 보았다.
Abstract
China's rapid rise over the past quarter of century has led a heated debate about its capabilities and preference. The characteristic of China's rise also changed from 'Whether China will rise' to 'How China will rise'. In practical manner, China achieved figure of a rising state in the economic, military and soft power's realm. In this context, so-called 'G-2 system' or 'Chimerica' appeared from developed countries. This rising China is strongly projecting in Korea. Because the Korean peninsula adjoins China geopolitically and powerful U.S.-Korean alliance remains. And economic cooperation between two countries have deepened, deep-rooted historical memories against territory and ancient history are left. It means that Korea responses to the China is different from global and regional levels. This paper examines the rise of China in Korea from liberal optimists view. First, even though ideological differences between two countries, China have taken a prudent attitude for offsetting enlargement of U.S.-Korean alliance. Second, in the economic realm, the rise of China has brought the effect of co-evolution. In this point, the rise of China in Korea is not meaning a 'threat' by economic dependency, but economic competition becomes serious. Third, socio-cultural exchanges have broadened understanding between two countries. In spite of some historical disputes below the space, two countries all check oneself mobilizing nationalism. Instead China wants to seek the soft power strategy for checking Korea's tilting toward U.S. In sum, this paper suggests that we must discern between image and substance, it is necessary to prevent excessive 'threat' discourse is transformed practical Korea's responses to the China.
