국회의 KBS결산 승인제도에 대한 설명책임 관점의 평가 연구: KBS결산 국회 승인 심사 회의록 내용분석을 중심으로

이 논문은 KBS결산 국회승인제도가 공영방송의 설명책임(accountability)의 이행을 잘 감독하고 있는지를 실증적으로 검토하기 위해 국회 회의록을 내용분석했다. 2006년부터 2009년까지 4년간의 결산심의 시 국회의원들의 질의를 전수조사하여 키워드별로 내용분석하고, 질의내용을 영역과 분야로 분류해서 각각의 빈도수와 중요인식도를 측정했다. 또 정권교체 등의 변수가 어떻게 질의내용에 반영되는지도 검증했다. 연구 결과 국회가 KBS결산심사에서 가장 많이 질의한 영역은 경영합리화, 공정성강화, 공영성강화, 정치적 질의, 기타 항목 순이었다. 또한 국회 결산심사시 경영합리화와 공영성 강화 문제에 대한 질의가 절반에 달해 정치적 장이라는 주장은 사실과 달랐다. 다만, 국회 결산 심사에서 중요시 돼야 할 경영합리화나 공영성 강화 주제에 대한 ‘중요인식도’가 높지는 않은 것으로 나타났고, 특히 공영성 강화 문제는 ‘관심도’도 낮게 나타나 국회 결산심사제도가 정책 목적인 공영방송의 설명책임에 대한 감독기능을 제대로 수행하지는 못하고 있는 것으로 나타났다.
Abstract
This study has made content analysis of National Assembly’s minutes in order to empirically examine whether or not the National Assembly Approval System on the settlement of KBS successfully supervises the implementation of the accountability of public broadcasting. Content analysis is based on keywords after conducting a complete enumeration survey on questions by the members of the National Assembly during settlement review for 4 years, which is from 2006 to 2009. It has also classified all the questions into separate fields, measuring frequency and perception of importance for each. Also, it has investigated how variables such as regime change are reflected into the questions. As a result of this study, it has been found that most frequent questions asked by the National Assembly ranked in descending order are as follows: business rationalization, fairness, public management, political inquiries, and the like. Also, as the number of inquiries about business rationalization and reinforcing public management has reached half of all the questions when reviewing the settlement, it has been proved that the claim saying that the reviewing process is actually a place for political debate is wrong. However, it has been found that the ‘perception of importance’ for issues such as business rationalization and reinforcing public management that should be highly considered in the National Assembly settlement reviewing process is relatively low. Especially for the reinforcement of public management category, ‘frequency’ has also been found to be low, so the purpose of the National Assembly approval system on the settlement of KBS, which is to supervise the accountability of public broadcasting, is not being carried out successfully as expected.
