공영방송의 ‘공론장 모델’ 논쟁: 1980년대 니콜라스 간햄의 BBC 옹호론을 중심으로

1980년대 신보수주의가 득세하면서 대처 정부는 방송의 시장논리를 강요하고, 측근들을 BBC 경영위원 및 사장으로 임명하여 정부에 비판적인 사장을 해임시키고 프로그램에 압력을 가하였다. 또한 수신료 및 뉴미디어 사업의 재정지원을 축소하고 피코크 위원회를 통해 BBC의 구조개편을 압박하였다. 결과적으로 대처정부의 1980년대에 BBC는 정치적 종속과 재정적 통제를 당하면서 창사 이래로 가장 큰 위기에 봉착하였다. 니콜라스 간햄은 여러 학자들과 ‘공영방송의 공론장’ 논쟁을 전개하면서 BBC의 새로운 패러다임을 모색하였다. 그는 하버마스의 공론장 이론을 통해 공영방송의 철학적, 제도적 기초를 제시하고 초창기 BBC의 간섭주의, 엘리트주의에서 벗어나 지역분권적인 공영방송모델을 새롭게 정립하였다. 특히 지역분권적 공영 거버넌스, 국가통제를 벗어난 수신료 모델들을 제시한 것은 1980년대 공영방송 논쟁이 가져온 수확이라고 할 수 있다. 또한 논쟁을 통하여 ‘규제된 시장을 통한 공영방송과 상업방송의 보완적 차별화’라는 방송개혁의 청사진이 제시된 것은 상당한 의미가 있다.
Abstract
In the 1980s, Neo-conservative Thatcher government compel to market mechanism of broadcasting and appointed people close to prime minister to BBC governors and Director-general and they dismissed anti-government Director-general and pushed pressure of programme. they reduced the financial support of the license fee and new media business, and they setup Peacock committee to restructure of the BBC. In the Thatcher government in the 1980s, as a result of BBC were confronted with the biggest crisis since the establishment. Nicholas Garnham deployed the ‘public sphere of public service broadcasting model’ debate with several scholars and sought a new paradigm of the BBC. He, through Habermas public sphere model, arranged the philosophical, institutional foundation of public service broadcasting. especially, ‘public sphere of public service broadcasting model’ debate resulted in regional governance of public service broadcasting, license fee model out of state control.
