본 논문은 거버넌스 개념을 중심으로 포스트 신자유주의 시대의 한국 정치를 구상해보고 있다. 포스트 신자유주의 논의 중 자본주의 4.0이건 공생발전이건, 기본 아이디어는 시장모델을 넘어 국가와 시민사회의 협치 모델인 거버넌스를 수용하고 있다. 현 한국 정치에 있어서 대의민주주의의 위기 논의 또한 정당정치와 시민정치의 이분법 혹은 대립적 시각을 넘어, 양자 간 상승적 관계에 기초한 거버넌스의 정치를 요청하고 있다고 볼 수 있다. 본 논문의 기본 주장은 포스트 신자유주의 시대의 한국 정치에 있어, 시민사회의 보다 적극적인 역할과 국가와 시민사회의 상승적 관계에 기초한 거버넌스 모델을 모색할 필요가 있다는 것이다. 또한 행정영역에서 거버넌스의 구축이 요구되듯이, 정치영역에 있어서도 거버넌스의 정치가 요청된다는 것이다. 논문은 이론적 논의와 한국 정치현실에 대한 예시로 구성되어 있다.
Abstract
This paper explores the model of Korean politics in the post-neoliberal era, focusing on the concept of governance. Post-neoliberal development models such as capitalism 4.0 or co-evolutionary development embrace a governance perspective on state-civil society cooperation. Post-neoliberal discussions on the crisis of representative democracy and party politics also take a political perspective on governance, which seek to create a synergy between citizen politics and party politics. The basic argument of this paper is that Korean politics in the post-neoliberal era need a new ‘politics of governance’ model based on a more assertive role of civil society and synergy between the state and civil society.
