한국의 정치적 기회구조 변동과 시민주도 거버넌스에 관한 소고

초록

민주화로 인한 권위주의 정권의 해체와 시민사회의 대두는 전통적인 국가나 시장이 주도하던 ‘통치’를 ‘시민사회가 주도하는 거버넌스(governance)’로 바꾸고 있다. 본 연구는 한국정치 발전을 위한 한 방편으로, 정치적 기회구조(political opportunity structure)의 변동으로서 형성된 시민주도의 민주적 거버넌스를 개념화해, 그 내용을 구체적으로 검토하고 발전 가능성과 조건을 진단해보고자 한다. 연구에서는 거버넌스라는 제도적 틀을 바탕으로 시민사회의 권능강화와 역할주도라는 측면에서 시민주도 거버넌스의 개념과 발전 가능성을 이론적으로 그리고 사례를 적용하여 논의했다. 요컨대, 정치적 기회구조의 변동에 따라 한국의 시민사회는 새로운 기회와 위기를 맞이했고, 이 공간에서 시민주도 거버넌스로 발전할 수 있었다. 그리고 한국정치의 민주적 거버넌스는 민주성, 정치 효율성, 정치 투명성 제고, 리더십과 파트너십의 조화, 사회적 자본의 형성이라는 차원에서 부각되고 있음을 확인했다.

Abstract

Governance is a new form of political process in which political actors build a horizontal network for a specific purpose in order cooperate and coordinate with autonomy. Therefore, the governance has been defined as the rules of the political system to solve conflicts between actors and adopt decision. The purpose of this study is to explore the perspective of civil initiative governance in Korea, after change of political opportunity structure. There are general conclusions which can be drawn from the analysis on the development of civil initiative governance. The civic society have a chance to empower through the change of political opportunity structure, after 1987 democratization movement. From this democratization process, the civic society have to grow and it will be able to lead the governance. So, the civil initiative governance will reinforce the policy information and connection between government and citizen.
