Abstract

This study attempts to examine the political phenomenon of identity conflict and foreign intervention as the fundamental causes of political instability, which is likely to happen during the current period of political changes in the Middle East. First of all, internal identity conflict hinders the achievement of consociational democracy, which is regarded as the most effective democratic system for the Middle East. Political elites fail to create power-sharing governmental systems because they want to enhance their legitimacy through identity politics. However, this results in damage to governmental authority and to the overall decision-making process. Moreover, political instability increases when alienated groups criticize the legitimacy of these newly formed governments. On the other hand, it is possible that the intervention of foreign states or non-state actors in the domestic politics of countries involved in ‘Arab Spring’ will result in increased instability within the context of the ‘New Middle East Cold War.’ The current political situation can be compared to the ‘Arab Cold War’ period, given the heightened sectarian conflict between Iran and Saudi Arabia, foreign actors' struggle for influence in domestic politics, and the significance of political threats. In this New Middle East Cold War, the politics of foreign intervention can lead to zero-sum military conflicts among various groups and the impeding collapse of the governing states. All things considered, instability during this period of political changes in the Middle East can be said to originate from two variables: identity conflict and foreign intervention. Consequently, it is necessary for the international community to initiate multi-dimensional efforts to stabilize the political situation in this region.
