이 글은 한국을 거쳐 영국으로 재이주한 북한이주민들에 대한 현장연구 및 문헌조사 결과를 중심으로, 이들이 수행하는 고국 정치의 특성과 작동 방식을 살펴보고 이러한 과정에 개입하는 다양한 힘과 기제들을 살펴보았다. 특히 서로 다른 고국 정치를 전개하며 나름의 정체성을 구축해나가는 두 북한이주민의 사례를 살펴봄으로써, 이들의 생애사적 경험과 현재의 위치성, 그리고 이들의 고국인 북한과 관련하여 다양한 입장을 가지고 있는 행위자들과의 상호작용이 특정한 ‘고국’과 ‘고국 정치’를 구성하는 데 영향을 끼쳤음을 밝혀내었다. 즉, ‘고국’은 경험된 실체로 존재하는 것이 아니라 다양한 행위자의 내러티브와 네트워크의 결합 속에서 끊임없이 (재)구성된다. 이렇듯 고국 정치는 초국적 내러티브와 네트워크의 연결망 속에 위치지어진 행위자들이 끊임없이 고국을 구성해나가는 과정이며, 그 과정에서 구성된 ‘고국’은 이주자들이 자신들의 정체성을 협상하며 미래를 기획해나가는 수단으로 작용한다.
Abstract
This article is a study about the characteristics of homeland politics carried out by North Korean migrants who remigrated to the U.K. via South Korea. It examines various forces and mechanisms involved in these politics. As a method of research, I conducted participant-observation in New Malden, U.K. and interviews with North Korean migrants residing there. In particular, by examining the cases of the two North Korean residents’ construction of their own identities by developing different homeland politics, I found that their life-time experiences, current location and interaction with various actors who have different views of North Korea have influenced the formation of a particular ‘homeland’ and ‘homeland politics.’ In other words, a ‘homeland’ does not exist as only an ‘experiential reality,’ but is a construction that is constantly (re)constructed in the intersection of narratives and networks of various actors. Homeland politics is such a process in which actors who are situated within the intersection of various narratives and networks constantly construct their ‘homeland’, and in the process, ‘homeland’ serve as means to negotiate actors’ identities and plan for the future.
