Abstract

This study explores why North Korea defies China's policy objectives despite its high economic dependence on China, engaging in actions such as nuclear development and military cooperation with Russia. By integrating prospect theory, which explains risk-taking tendencies in loss/gain situations, with the concept of siege mentality, which reflects North Korea's historical distrust of external actors, the study explores the evolution of North Korea’s strategic choices under Kim Jong-un. This siege mentality is not limited to Western powers like the United States but also extends to China, its traditional ally, significantly shaping North Korea's state behavior. The analysis traces shifts in North Korea's reference points across three distinct periods. From 2012 to 2017, North Korea established ‘regime stability’ as its reference point, perceiving its growing economic dependence on China as exacerbating regime vulnerabilities. This heightened North Korea’s risk propensity, culminating in four nuclear tests. Between 2018 and 2019, following the completion of its nuclear capability, North Korea transitioned into a gain domain, elevating its reference point to ‘pursuing development through normal state status.’ The prospect of diversifying its economic dependencies beyond China reinforced North Korea's perception of gains, prompting more proactive engagement in U.S. negotiations. From 2020 to 2024, after the breakdown of the Hanoi summit, North Korea’s reference point shifted back to ‘regime recognition.’ China's limited support during this period intensified North Korea’s loss perception, leading to risk-prone decisions, such as the formalization of nuclear possession and deepened military cooperation with Russia. These behavioral patterns reflect more than mere cost-benefit calculations or structural pressures; they are deeply rooted in North Korea’s historically constructed perceptual framework. Furthermore, China's diminishing influence over North Korea should not be viewed as a policy failure, but rather as an outcome of North Korea’s entrenched siege mentality and risk preferences. This dynamic underscores the persistence of a structural constraint framework, wherein both China's leverage over North Korea and North Korea’s pursuit of autonomy remain inherently limited.
