본 연구는 제주선박등록특구제도의 실효성을 검증하기 위해 정책효과를 실증분석 하였다. 분석방법은 시계열 자료를 활용한 간여시계열 모형(ARIMA Intervention Model)을 활용하였으며 분석을 통해 동제도로 인한 우리나라 국적선 증대 효과와 편의치적선대 비중 축소 효과를 구분하여 정량적으로 분석하였다. 분석결과에 따르면, 제주선박등록제도는 우리나라 국적선 증가에 통계적으로 유의미한 영향을 미친 것으로 나타났다. 또한 동제도 개입으로 인해 우리나라 편의치적선대 비중 축소에도 통계적으로 유의미한 영향을 미친 것으로 분석되었다. 따라서 우리나라 해운산업이 국제 경쟁력을 갖추고 지속적으로 발전하기 위해서는 제주선박등록특구 등록 국제선박에 대한 조세감면이 지속적으로 유지돼야 할 것으로 판단된다.
Abstract
This study analysed the policy effect of the Jeju International Ship Register System (JISS) to verify its effectiveness. In particular, we analysed the system’s effect on the increase in the number of Korean national flag carriers and on the reduction of the proportion of flag-of-convenience (FOC) vessels using an intervention model and time-series data. The empirical results show that the JISS had a positive effect on the number of Korean national flag carriers and a negative impact on the proportion of FOC vessels. Therefore, a tax reduction system for the international ships registered in Jeju should be maintained consistently by the central government in order to ensure the international competitiveness of Korea’s shipping industry.
