본 연구는 재정당국(국민경제)의 입장에서 우리나라의 톤세 제도 도입의 타당성을 분석하였다. 분석을 위해 톤세 제도가 국민경제에 미친 영향을 크게 세 단계로 구분하였다. 첫째, 톤세 제도가 (외항)해운기업에게 미친 영향을 분석하였으며, 다음으로 시계열 분석 및 패널자료 분석기법을 활용하여 우리나라 해운산업 전체에 미친 영향을 정량적으로 분석하였다. 마지막으로 국민경제 수준에서, 산업연관표를 이용하여 톤세 제도의 편익 및 비용을 계산하였다. 연구결과에 따르면, 우리나라의 톤세 제도는, 2005년 동 제도의 시행 이후에 최소 4배 이상의 비용 대비 편익을 거둔 것으로 나타났다. 따라서 우리나라 해운산업의 지속적인 발전을 위해 톤세 제도는 필수적으로 요구될 뿐 아니라, 일몰제 폐지를 통해 제도의 안정성을 확보해야 한다고 판단된다.
Abstract
This paper analysed the validity of Korea's tonnage tax system from the view point of fiscal government. For the analysis, the author divided the causal relationship into the 3 stages. First, the effect of tonnage tax system on the shipping company was analysed and secondly, the effect on Korea shipping industry was analysed by using time-series and panel data. Finally, on the national level, the benefit and cost of tonnage tax system was calculated by using Input-Output Table. The results reveal that Korea's tonnage tax system has produced at least 4 times benefits than cost since 2005, when it was introduced. So, the author concluded that the tonnage tax system is necessary for Korea's shipping industry to continuously develop without any economic loss and furthermore it should be improved, for example, by eliminating the so-called elapsed-time clause, which states that the tonnage tax system will be abolished from 2015.
