Abstract

This study analyses the effectiveness of a Free listing system for seafood markets in producing areas. This study also addresses the previous discussions and reviews on the legal and institutional system on the Free listing system and analyses the changes in the seafood marketing in the producing areas.The Free listing system has been used in order to reflect the free market principles and marketing channel diversification. Under the Free listing system, fishers can choose any landing port and marketing channel they prefer. On the contrary fishers must land and sell their catches at a designated place under the Constraint listing system. However, recently there is a debate on the changing the system back to the Constraint listing system due to the decreasing revenues of fisheries cooperatives, increasing difficulties in TAC monitoring and seafood market disorder. The Constraint listing system has the following legal and institutional aspects. First, it is based on the regulations of fisheries resources, not on the regulations of seafood marketing. Second, it provides the fisheries cooperatives with the exclusive position. Third, there has been separation between the Constraint listing system and the Act on the marketing and price stabilization of agricultural and marine products.The Constraint listing system makes the fisheries management easier, but it is against the free market principles. We already experienced demerits of the Constraint listing system before and there is no gain of going against the free market principles by returning to it.
