Abstract
This study aims to set up the analyzing frame which defines arguments caused by the parties concerned by finding out points at issue of the consignment systems and to extract policy implications. In order to accomplish the purpose of the study, I observed the introducing background, process and main issues of the consignment system and performed the policy argument analysis on the assertion for the introduction of non-obligatory or obligatory consignment system. After the results of analysis, though it is improbable to reintroduce the obligatory consignment system, it is necessary to take complementary measures for the non-obligatory. The political implications of the study are as follows; First, it is necessary to change the recognition on the values of the fisheries and assessment. Second, TAC system needs to be actively used for the protection of marine resources and effective management. Third, it is required to ensure the food security and distribution order. Fourth, it is needed to implement versatile policies to optimize the role of fish markets in producing areas.
