This paper presents a comparison and analysis on the content ofoversea port authority governance and strategies. The global port market hasbeen operated by powerful players who achieved their highest earning fromtheir global container terminal activities. Facing global market changes, theoverseas port authorities, Rotterdam port authority has been pursuing internationalgoals through their business strategies which cooperate with other portauthorities to produce overseas profit. Therefore Korea port authorities needto consider participating in the international market to gain additional revenueand exceed internal market limits. In addition, the strategic plan of Rotterdamport authority which appears in the text of this would be a good guidelinein order to amount to a reversal of Korea port authorities' business model.
