국내 연안여객선 분야는 고유가, 수송의 완결성 부족, 경영 규모의 영세성 등 다양한 문제점에 직면하고 있다. 연안여객선의 활성화를 위해서는 관련 정책의 선택적, 집중적인 지원이 필요하다. 이에 본 연구는 국내 연안여객선 정책의 중요도 및 우선순위를 도출하는 것을 연구의 목적으로 한다. 연구 방법론으로 정부 및 업계 전문가를 대상으로 전문가 지식을 추출하는 있는 CFPR(Consistent Fuzzy Preference Relations)법을 활용하였다. 분석결과, “연안여객선 준공영제(0.130)”가 가장 중요한 정책으로 나타났으며, “연안여객선 면세유 공급”(0.126)이 2위로 나타났다. 3위로는 “연안 여객선 현대화 펀드(0.144)”와 “기항지 접안 및 편의시설 개선사업(0.114)”으로 나타났다. 본 연구는 연안여객 정책의 중요도를 평가함으로 향후 선사와 정부 간 정책을 조율하고 새로운 형태의 지원방안 등 중점정책을 결정하는데 기여할 수 있다.
Abstract
The country's coastal passenger ship sector is facing a variety of problems due to issues such as high oil prices, a lack of completion of transportation and small-scale management. The activation of coastal passenger ships requires selective and intensive support from related policies. The purpose of this study is to draw out the importance and priority of domestic coastal passenger ship policies. The methodology of the study was used by the Consistent Fuzzy Preference Relations (CFPR) to extract expert knowledge from government and industry experts. According to the analysis, the most important policy was “public system of the coastal ferry (0.130)”and the second most important was "supply of duty-free oil for coastal passenger ships" (0.126). Third place was the “coastal ferry modernization fund (0.144)” and “the project to improve access and convenience facilities at the port(0.114)”. By assessing the importance of coastal passenger policy, this study can contribute to coordinating future shipping lines and governmental policies and determining the critical policies, including new forms of support measures.
