연안여객선 준공영제의 정책 효과성－섬 주민의 인식을 토대로－

본 연구의 목적은 우리나라 연안여객선 준공영제의 정책 효과성을 섬 주민들의 인식에 기반하여 경험적으로 탐구해 보는 것이다. 연안여객선 준공영제는 기존 여객이 많지 않아 수익성이 낮은 항로를 운항하는 민간선사에게 운영비용과 결손액 등을 정부가 지원하는 사업이다. 이는 적자항로의 폐쇄나 단절을 미연에 방지함으로써 섬 주민들의 교통편의와 정주여건 개선 등을 도모하는 정책적 성격의 공공사업이다. 준공영제는 2018년부터 본격적으로 도입되어, 장기적으로 전국 연안여객선 항로에 확대되고 있다. 2020년에는 대중교통의 육성 및 이용촉진에 관한 법률이 국회에서 개정되어, 연안여객선은 버스나 전철과 같이 법적으로 ‘대중교통’의지위를 명확히 획득했다. 이런 상황에 따라 본 연구는 준공영제 도입에 따른 효과성을 탐색적으로 검증하여, 성공적인 제도 시행과 정책의 연착륙을 기대하고자 했다. 연구결과에 따르면, 섬 주민들은 이 제도에 대해서 이동권 보장, 정시성 향상, 경제적 도움 측면에서 그 효과를체감하고 있었다. 반대로 정책 인지도, 서비스 개선, 공공성 증가, 정주여건 향상의 측면에서그 효과성은 상대적으로 낮았다. 따라서 본 연구는 섬 주민들의 체감 효과성이 어느 정도 확인되었으므로, 앞으로 이 정책이 적극적으로 확대될 필요가 있음을 제안하였다. 그리고 긴 호흡으로 단계별 시간을 갖고 효과성을 계속 관찰하되, 상시이용자인 섬 주민들의 입장에 서서 더촘촘한 정책의 보완이 필요함을 제안하였다.
Abstract
The purpose of this study was to explore the policy effectiveness of coastal liner quasi public operating system in Korea based on island area resident’s perception. The coastal liner quasi public operating system is a policy project in which the government provides public financial support for operating and damage costs to private ferries operating on less profitable island routes. This is a policy-oriented transportation welfare project that improves transportation convenience and settlement conditions for island residents by preventing the closure or disconnection of deficit routes. The system began in 2018 and has been expanded to cover all coastal passenger ships traveling between land and island areas. In addition, the Public Transportation Act was revised in the National Assembly in 2020, and coastal passenger ships legally gained the status of public transportation in Korea. Under these circumstances, the study sought to investigate and analyze the policy effectiveness of coastal liner quasi public operating system and contribute to the success of the policy. According to the results of the study, island area residents were highly aware of policy effectiveness in terms of guaranteeing basic transport rights, securing regular time, and reducing transportation costs. However, relative effectiveness was insufficient in terms of policy awareness, service improvement, increased publicness and improved settlement conditions. In conclusion, this study proposed the need for the government to actively expand this policy in the future, as its effectiveness was confirmed by island area residents.
