미국 버몬트주 ‘개별화 역량기반교육’이 우리나라 국가 교육과정 정책에 주는 시사점

초록

미국이 모든 학생 성공법이라는 연방 수준의 교육법 제정 이후, 각 주는역량기반교육을 새로운 교육 모델로 상정하였다. 이후 미국은 형평성의 원리를 바탕으로, 모든 학생의 맞춤형 역량기반교육을 추구하는 ‘개별화역량기반교육’이라는 변화를 시도하였다. 본 연구는 이 개별화 역량기반교육을 뒷받침하는 미국 교육법 및 제도의 구체적인 내용과 실천 모습을 살펴보고, 이를 통해 우리나라 역량기반교육의 발전 방향에 대한 시사점을 얻는 것을 목적으로 하였다. 본 목적을 달성하기 위해 미국 버몬트주역량기반교육의 교육법 및 제도를 탐색한 바, 그것이 ‘명확성 및 투명성을 강조하는 학습 목적 및 시스템’, ‘학생의 주체성을 핵심으로 한 유연한 학습 과정과 방법’, ‘학생 스스로 자신의 역량 성취를 증명해내는 평가’라는 세 특징을 지니는 것을 확인하였다. 이후 본 연구는 이 세 가지 특징별 실천 모습을 확인하기 위해 버몬트 주의 Main Street 중학교, Montpelier 고등학교의 교육 성과를 탐색하였다. 마지막으로 본 연구는 앞선 연구 결과를 바탕으로 역량기반교육을 추구하는 우리나라의 국가 교육과정 정책개발에 얻을 수 있는 시사점을 개발 측면, 실행 측면, 제도 및 환경 측면으로 나누어 살펴보았다. 본 연구는 우리나라 역량기반교육이 개별화의 방법을 접목하는 정책을 설립할 때 유용하게 활용될 수 있을 것이다.

Abstract

After the U.S. enacted the Education Act called Every Student Succeeds Act at the federal level, each state assumed competency-based education as a new educational model to pursue. Since then, the United States pursues customized competency-based education for all students through ‘personalized competency-based education’ based on the principle of equity. This study aimed to examine the specific contents and practices of U.S. policies and systems pursuing this personalized competency- based education and to obtain implications. To achieve this goal, This study explored the policies and systems of competency-based education in Vermont in the United States, confirming that they have three characteristics: ‘learning goals and systems that emphasize clarity and transparency,’ ‘flexible learning processes and methods centered on student subjectivity,’ and ‘evaluation that proves one’s own competency achievement.’ Since then, this study has explored the educational performance of Main Street Middle School and Montpelier High School to confirm the practice of each of these three characteristics. Finally, based on the results of the previous study, this study divided the implications of developing national curriculum policies in Korea that pursue competency- based education into development, implementation, institution, and environment. This study will be able to provide a direction for policies that are useful in incorporating the methods of personalization into competency-based education in Korea.
