Abstract

With the enactment of a new educational law called the Every Student Succeeds Act in 2015, a system was more clearly established to make independent academic standards for each state. In this situation, this study attempted to derive implications for the development and application of the national curriculum and achievement standards in Korea by examining the revision and application of the existing Common Core State Standards to its own academic standards. For this purpose, this study focused on the case of Tennessee, USA and analyzed related documents and articles presented on the Tennessee Department of Education (https://www.tn.gov/education.html), Tennessee Education Plan Guide(http://bestforallplan.tnedu.gov/), Common Core Standards (http://www.corestandards.org), various educational news sites. As a result of the study, three major issues were presented: the logic included in the CCSS, the new role and status of the CCSS, and the establishment of the character of the CCSS. Based on this, this study emphasized the need to pursue educational policies based on the autonomy and accountability of curriculum when revising and applying Korea's national curriculum and achievement standards. In addition, the difference between achievement standards and curriculum emphasized the authority of schools and teachers in the curriculum, and suggested that finding a way for achievement standards to play a more meta-role than they do now will be a major task in future research.
