Abstract
In November 1910, immediately after Japan's annexation of Korea, the Government-General Police Bureau conducted a censorship of books and confiscated 51 titles. This censorship, which had begun even before the annexation, continued throughout the 1910s. A comparison with book catalogs published by Gwanghak Seopo (광학서포) and Okho Seorim (옥호서림) at the time reveals that approximately 10% of books in circulation were confiscated. According to the bookstore's classification system, nearly half of the confiscated books consisted of textbooks, educational materials, language learning books, and miscellaneous works. However, the Police Bureau'’ censorship targets differed from the bookstores’ classifications, focusing instead on miscellaneous works dealing with political issues, history books, and biographies. Publishers were unaware of the police’s censorship criteria. The damage inflicted on bookstores by censorship was enormous. In Seoul alone, 63,282 volumes were confiscated from 36 bookstores, resulting in property losses of 21,777 won. The biggest victim was Gwanghak Seopo, which had 16,238 copies of 11 titles confiscated, suffering losses of approximately 4,170 won. The number of published titles and the amount of financial damage were not proportional. The greater the number of distribution relationships with other publishers, and the higher the proportion of books not approved by the Ministry of Education among a publisher’s own publications, the more severe the damage. After the large-scale censorship, Gwanghak Seopo increased the proportion of language learning materials, including Japanese language textbooks, and “sinsosel (new novels)” in its distribution. This trend was similar among other publishers as well. An analysis of publication applications submitted to the police by publishers through the end of June 1912 shows that language and miscellaneous works accounted for 26.7% of the total, indicating an increase in language book publications. Additionally, literary works, combining new novels and traditional novels, comprised 24%. Textbooks were mostly limited to Thousand Character Classic (Cheonjamun) and similar works used in seodang(traditional village schools), with none of the enlightenment books from the previous period. History publications consisted only of reprints of classical works. Besides these, the publication of various religious books, which were relatively free from censorship, was active. After the censorship of 51 titles, Dongyang Seowon (동양서원), which specialized in Christian books and new novels, and Sinmungwan (신문관) which handled the publication of classical works for the Joseon Gwangmunhoe (조선광문회) emerged as new powerhouses in the publishing industry. The publishing activities of Gwanghak Seopo and Okho Seorim, which suffered the greatest damage from censorship, were severely curtailed.
