초록

지금까지 일제하 검열에 관한 연구는 검열의 주체로 ‘검열당국’을 설정하고 이들의 억압과 통제에 대한 대응으로써 언론인들의 투쟁이나 작가들의 대응을 주로 연구하여 왔다. 이 연구는 ‘검열당국’을 설명되어야 할 대상으로 설정하고, 일제하 검열기구와 검열관의 성격의 변화를 다룬다. 식민지 조선에서의 검열기구는 경무총감부(헌병경찰) 고등경찰과 도서계(1910～19)로부터, 경무국 고등경찰과 도서계(1920～25), 경무국 도서과(1926～43)로 변화되었다. 경무국 도서과는 조선 내에서의 모든 출판물과 영화, 음반 및 도화의 출판과 발행, 그리고 발매와 반포를 총괄 관장하였다. 일본인 검열관은 고등경찰출신의 정보 전문가 및 통역관으로 구성되었으며, 일본어 출판물 및 조선어 신문을 담당했다. 특히 일본인 통역 검열관들은 한국어 신문과 잡지의 통제 뿐 아니라 한국어의 근대적 형성에 많은 영향을 미쳤다. 검열기구내의 하위에 있던 조선인 검열관들은 한국어 단행본들을 담당했는데, 1930년을 전후로 최고 고등교육기관출신의 인물들로 충원되었다. 이런 변화는 조선내 사상문제의 격화와 출판자본주의의 성장에 대한 대응이며, 아울러 검열관과 조선지식인들의 인적 연결망을 통해 언론계나 문학계에 영향을 미칠 가능성을 높였다. 직무배치의 측면에서 식민지 검열관의 구성의 기본 원리를 민족별 위계성으로 개념화할 수 있다.

Abstract

This paper is to provide basic data about the censorship apparatus, personal background and career development of the censor officials so as to reveal prosopographical characteristics of them in colonial Korea. Until now, this aspect has been treated so vague as the term of censorship authority, but it should be studied as an important variable to be explained in the context of interaction between censors and writers. The censorship apparatus underwent considerable changes in terms of its structure and personnel within the colonial government, as it adapted to changing political circumstances and cultural developments. The history of Japanese censorship institution can be divided into three periods. In the third periods, the Book Department(Toshoka) within the Police Bureau managed and controlled all Korean publication materials. In the Publication Department, Japanese staffs examined Japanese publications and Korean newspapers, while Korean staffs examined mainly book-forms of Korean publications. The head of the department made decisions on materials screened by his subordinates, and Japanese interpreter-censors had an important roles in and out of censorship fields. While Korean censorship officials in the 1920s with police experiences was on a bureaucratic ladder leading to local magistrates, those in the 1930s recruited from advanced educational institutions worked more or less literary professionals. This change is a complex result of the formation of censorship regime crossing the empire, and articulated thought struggle. In turn, this change enhanced the possibility of effect on Korean media and literary culture through informal networks between censors and Korean writers. I argue that the national hierarchy is a main principle of job arrangement and labor process in department of Thosoka.
