유럽통합과 영독관계: 단일유럽의정서 협상과정을 중심으로

초록

이 논문은 양자관계가 유럽통합에 중요한 역할을 해 왔다는 전제 아래 비교적 연구가 덜 된 단일유럽의정서 협상 과정에서 영독관계를 분석한다.두 나라 모두 단일시장 완성이라는 목표를 공유했지만 독일은 당시 유럽공동체가 처해있었던 유럽동맥경화증을 극복하고 정치적 통합을 이루기 위한 중간단계로 내부시장 형성을 원했다. 반면에 영국은 자국의 개혁을 유럽차원에 이식하고 경제적 이득을 얻기 위해 국경 없는 시장완성에 적극적이었다. 양국이 이처럼 유럽통합을 보는 시각이 상이했기 때문에 유럽의회의 권한 확대나 다수결 확대에서 두 나라는 그다지 협조하지 않았다. 제도개혁에 관한한 단일유럽의정서 협상 결과는 영국이 바라던 바와 크게 다르지 않았다. 또 영독이 대서양주의를 공유했음에도 불구하고 독일은 프랑스와의 관계를 감안해 영국의 유럽정치협력 공조 요구를 거부했다. 이밖에 세부적인 측면에서 경제철학과 산업구조가 상이했기 때문에 사회정책에서도 두 나라는 매우 상이한 입장 차이를 드러냈다.

Abstract

Franco-German relations have played a vital role in European integration and have been widely researched, whereas the relations between the UK and the Federal Republic of Germany had received less scholarly attention. The aim of this paper is to analyse the Anglo-German relations during the Intergovernmental Conferences (IGCs) for concluding the Single European Act. Even though the two countries shared the same goal of making Europe borderless, they had only limited cooperation during the IGCs. It is argued that due to very different conception of European integration, Britain and Germany did not see eye to eye with respect to institutional reforms. The Federal Republic regarded the completion of the internal market as an intermediate step towards european union, while the British government wanted to upload their deregulatory model into the European level. Furthermore, as Germany preferred France as their priority partner to the UK, the German government rejected the British proposal to make a common approach to codify the procedures and rules with regard to the European Political Cooperation.
