이 논문은 유로존의 재정위기 해결을 위한 프랑스와 독일의 갈등양상과 그 원인을 살펴보고자 한다. 역사상 양국의 긴밀한 협력 관계는 유럽통합을 한 단계씩 진전시키는데 이바지를 했고, 유로존 위기 극복은 공동과제가 되었다. 그러나 문제 해결책을 놓고 현격한 견해 차이를 보여주고 있어 시장에 불안을 주고 사태 해결에 도움이 못 된다는 논란과 지적이 있다. 프랑스 사회당 올랑드 정부의 출범으로 독일의 긴축론과 프랑스의 성장론을 둘러싼 긴장은 고조되고, 구체적인 사안에 대한 의견마찰도 지속하고 있다. 이러한 양국의 갈등은 우선 유로존에 대한 시각차가 원인이며 국내의 정치와 외교정책 차이에서도 기인한다. 이와 더불어 문제시되고 있는 독일의 성장모델을 살펴보는 것도 두 나라의 입장을 이해하는 데 중요한 요인이다. 유로존 위기 해결책이 긴축에서 성장 정책 전략으로 옮겨가는 추세이지만, 긴축과 성장의 균형을 맞추는 프랑스 ∙ 독일의 공조가 필요하다.
Abstract
The purpose of this paper is to review the conflict between France and Germany with regard to the solution of the financial crisis of the Eurozone and its causes. Historically, the close relationship between the two nations had contributed to the European integration one step further. Recently, overcoming the Eurozone crisis has become the common task. However, there has been a controversy and opinion over the issues that significant differences of how to solve the problem between the two nations have caused anxiety over the market and have been little help to solve the problem. While the tension over the issue between pro-austerity of Germany and pro-growth of France heightened by the launch of the French Socialist Hollande government, conflicts due to the different views on the specific issues have continued. These conflicts between the two nations have resulted not only from different points of view on the Eurozone but also from the difference of their local politics as well as their foreign policies. Along with this, it is also very important to review the controversial growth model of Germany in order to understand the positions of the two nations. Although the solution to the Eurozone crisis is now moving from the strategy of austerity to the strategy of the growth policy, cooperation between France and Germany is still needed to balance between austerity and growth.
