Abstract
EU becomes most important trading block in the world. External trade policy of EU gives undoubtedly great impacts on international welfare. In this senses we observe carefully the policies and practices of EU external trade. In this paper research focuses are layed on following two questions: First, how strong is EU's protective policy against external countries? Second, how discriminate is EU's trade policy among external countries? In particular, main research hypothesis was given to such arguments as discrimination and (or) protectionism of EU trade policy. In this paper the following facts are found, which are considered as discriminative and (or) protective practices of EU trade policy. 1) EU's trade (economy) is self-dependent inside european area. which means, more or less, neglect of the third countries. (Euro-Centrism, or Euro-Autarky) The Euro-Centrism might be interpreted as protectionism. The articles of Community Treaties (from Treaty of Rome to Amsterdam Treaty) contains, to some extent, a protectionists' contents in external trade. 2) EU has special relationship with ACP countries, as is seen in Lomé (or Cotonou) Convention. The outsiders (non-ACP countries) are im- or explicitly discriminated. This could not coincide with the spirits of WTO: Violation of Non-Discrimination Principle. 3) EU has yet an highly sophisticative non-tariff barriers to protect her domestic industry. Since 2000 the number of anti-dumping and countervailing investigations are increasing. In sum: In EU external trade policy we can find out considerable discriminative and protective aspects, which are not compatible with international economic order. Recently Korea negotiates Free Trade Agreement with EU. It's absolutely important for Korea to make EU free-trade-partner, as far as EU's trade policy seems, otherwise, protective and discriminate against outsiders.
