독일 ‘내적 통합’이 남북한 ‘마음의 통합’에 주는 교훈

이 글은 독일통일 이후 독일의 이른바 ‘내적 통합(innere Einheit)’의 현주소를 알아보고, 독일 사회통합의 현실이 남북한 사회통합에 주는 시사점을 살펴보고자 한다. 현재 독일인들이 통일을 무조건, 언제나 긍정적으로 평가하는 것은 아니다. 독일통일 이후 동독인들의 생활조건은 분명히 좋아졌다. 하지만 동서독 간의 사회경제적 격차가 여전히 존재한다. 동독 사람들의 상대적 박탈감은 더욱 크다. 그래서 독일사회는 ‘내적 통합’의 중요성을 강조해왔다. 독일사회가 통일 된지 25년이 지났음에도 여전히 내적 통합은 성공하지 못했다. 남북한 사람들은 다양한 접촉지대에서 상이한 양상과 특성을 가진 관계를 맺고 있다. 그리고 이러한 관계에서 남북한 사람들의 마음이 상호작용하고 있다. 현재 남북한 사람들의 마음의 상호작용은 정확히 어느 방향으로 흘러갈지 모른다. 남북한 사람들의 만남이 서로에 대한 이해의 폭을 넓히는 것은 사실이지만 이해한다고 해서 관계가 좋아지는 것은 아니다. 특히 북한이탈주민들의 ‘소외감’은 큰 문제이다. 남북한 사람들의 마음의 통합 문제는 오늘 한국사회가 해결해야 할 과제이다. 이는 단지 정부의 힘만으로는 해결할 수 있는 문제가 아니다. 시민사회 내부의 자발적인 노력이 필요하다. 한국 시민사회는 남북한 사람들이 지속적으로 교류하고 소통할 수 있는 ‘공론의 장’을 마련할 수 있도록 노력해야 한다.
Abstract
The Purpose of this article is to research present situation of so called ‘die innere Einheit’ after the unification of Germany and to reason out a lesson for integration between North and South Koreans. Today, Germans don’t positively rate the unification. The living conditions of east-germans are definitely improved since the unification. But still there are the socio-economic gap between west and east Germans. East Germans felt rather an greater sense of deprivation before unification. So German society stresses the importance of ‘die innere Einheit’. However it has not been accomplished until now although the unification passed 25 years. North-South Koreans have established relationships assuming the different aspects and characteristics in various contact zones since the division. The mind between North and South Koreans in the various relationship of the contact zones operates interactively. Now we can’t predict the direction of Inter-Korean’s mind. The meetings between North and South Koreans give them more opportunities to understand each other, but the relationship isn’t always improved. Specially it is important for North-Korean refugees to get felt alienated from South-Koreans. These problems can’t be solved by the authority of government alone. It needs a spontaneous effort within civil-society. The Korean civil-society has to make efforts to succeed in establishing the public sphere which Inter-Koreans can constantly interact and communicate with each other.
