초국적 기업과 EU 소규모 국가 산업기반의 안정성: 르노와 벨기에 사례를 중심으로

Transnational corporations and Industrial stability in European Union's small economies: Focused on Renault and Belgian case

초록

세계화의 진전과 함께, 초국적 기업의 해외지사의 수는 비약적으로 증가하였고, 세계총생산의 초국적 기업의 해외지사의 생산에 대한 의존도도 증가하는 추세에 있다. 초국적기업의 중요성 증대와 함께, 초국적기업에 대해 국내외 연구가 축적되었다. 초국적기업에대한 기존의 국내외 연구는 해외 초국적기업의 투자 유치방안과 국내 초국적기업의 해외진출, 초국적기업의 경영전략에 초점을 맞추어 수행되었다. 특히 초국적기업의 투자 유치방안에 대해 관심이 집중되었다. 하지만 초국적기업의 판매와 생산의 세계화와 본사 중심의 의사결정과정의 괴리에서 오는 문제와 경제대국에 기반을 둔 초국적기업의 본사와 경제소국에 기반을 둔 초국적기업의 지사의 관계에서 발생하는 불평등성의 문제는 주목을 받지 못하였다. 본 논문은 바라바시의 네트워크 이론과 봐이예의 초국적기업의 초국적성의 한계에 대한이론을 르노자동차의 벨기에 공장철수 문제에 적용하여 관련문제를 규명하였다. 바라바시의 네트워크 이론을 통해, 네트워크의 노드가 허브에 대해 갖는 불평등성에 주목하여, 초국적 기업의 본사(허브)와 초국적 기업의 지사를 유치한 국가(노드)가 갖는 불평등성 문제를검토하였다. 또한 봐이예의 이론을 바탕으로 생산과 판매에서 초국적기업은 세계화를 달성하였지만, 의사결정에서 결코 초국적기업은 세계화를 달성하지 못했다는 것을 점검하였다. 르노 자동차가 현지의 반발을 무릅쓰고 1997년 벨기에 공장 폐쇄 문제를 달성할 수 있었던 반면에 2010년 프랑스 생산기지 해외이전에서는 프랑스 국내의 압력에 굴복하여 생산단가에서 10%의 손해를 감수하면서까지 프랑스 생산기지를 유지하도록 결정하였다. 이는 초국적기업이 의사결정에서 결코 초국적일 수 없다는 것을 보여준 사례였다. 또한 1997년 벨기에에서 르노 자동차 철수문제 문제에서 벨기에 정부, 노동계가 적극적인 노력을 전개했음에도 어떠한 성과를 거둘 수 없었다. 또한 벨기에서 르노 자동차 철수이후 폭스바겐과 오펠이 생산기지를 철수하였지만, 세계 자동차 산업이 초국적기업 위주로 재편된 상황에서 벨기에가 할 수 있는 역할이 한계가 있었다. 이러한 벨기에에 진출한초국적 자동차기업에서 해고된 벨기에 노동자는 자동차 산업에 재취업하지 못하였고, 그결과 벨기에에서 불과 10여년 사이에 자동차 산업 생산직 종사자가 35% 감소하는 현상이발생하였다.

Abstract

With the progress of the globalization, the number of subsidiary and the importance of transnational corporation's production in World GDP are increasing. With rising importance of the transnational corporation, the studies of transnational corporations are also increasing. The existing publication on the transnational corporation were focused on the following issues: Foreign Direct Investment promotion and Transnational corporations'management strategy. However the existing publications did not meet the needs related with the following issues: the gap between globalized production and sales of transnational corporations; the inequality between the transnational corporation's head offices mostly located in large economies and the transnational corporation's subsidiaries located in small economies. This article applied ‘the network theory of Barabasi’ and ‘the question of Boyer about the transnationality of transnational corporation’ into the Renault factory relocation from Belgium. With the network theory of Barabasi about the inequality between the hub and the nod of network, this article studies the inequality between the transnational corporation's head office (Hub) and the its subsidiary (Nod). With the idea of Boyer, this articles studies proved that even if the production and the sales of transnational corporation are globalized, the decision-making procedure of transnational corporation is not yet globalized. Despite the protest of Belgian society, Renault relocated its production site form Belgium in 1997. On the other hand, under the pressure of French government,Renault had to decide to maintain its French production site in 2010 even though it had to accept the loss of 10% production cost. It means that the decision-making of transnational corporation is not globalized. After the relocation of Renault's Belgian production site, Volkswagen and Opel relocated also their Belgian production sites. Facing these relocation problems,Belgium's role was limited in the environment of World automobile industry dominated by the transnational automobile corporations. Belgian lay-off employees from transnational automobile industry could not be re-employed in automobile industry in Belgium which are completely run by the transnational corporations. It results in 35% reduction of automobile industry workers within 10 years.
