다국적 기업과 유럽연합 소규모 국가 산업기반의 안정성: 벨기에, 아일랜드 사례를 중심으로

초록

세계화의 진전과 함께, 다국적 기업의 해외지사의 수는 비약적으로 증가하였고, 세계총생산에서 다국적 기업의 해외지사의 생산이 차지하는 비중이 더욱 증가하고 있다. 그러나 문제는 다국적 기업의 네트워크에서 허브의 위치에 있는 본사와 노드의 위치에 있는 지사의 관계가 불평등한 관계에 기반한다는 것이다. 이러한 문제는 FDI 중에서 생산을 위해 다국적 기업이 FDI를 실행한 수직적 해외직접투자 (Vertical FDI)의 경우에 두드러진다. 다국적 기업의 본사가 더 나은 조건의 국가로 생산기지 이전을 단행할 경우, 기존의 생산기지를 유치했던 국가는 큰 경제적 어려움에 직면할 수밖에 없다. 특히 문제는 이들 국가가 소규모 국가일 경우 다국적 기업이 자국에 설치한 대규모 장치산업을 홀로 경영할 능력이 없기에 관련 분야의 인구는 실업문제에 직면하게 된다. 이러한 사례는 아일랜드와 벨기에에서 찾을 수 있다. 아일랜드의 경우 다국적 기업의 FDI에 힘입어 고도 경제성장을 이루었다. 그러나 EU의 확장에 따른 다국적 기업의 동유럽이전에 따라, 그리고 2008년부터 시작된 세계 경제위기에 따른 다국적 기업의 직장폐쇄에 따라 실업률이 급격하게 상승하고 있다. 동일한 문제가 벨기에 자동차 산업에서 일어나고 있다. 1958년 자국 자동차 기업인 Imperia의 파산이후 벨기에는 다국적 자동차 기업의 생산공장이 되었다. 그러나 1997년 르노자동차의 벨기에 공장의 폐쇄이후, 2006년 폭스바겐, 2007년 GM 산하의 오펠자동차가 벨기에 공장 폐쇄를 감행하였고, 그 결과 벨기에 자동차 산업에서 대량실업이 발생하였다. 그러나 자국의 자동차 산업이 없는 벨기에에서 이들 인력은 관련 분야로 재취업되지 못하고 장기 실업상태에 남게 되었다. 향후 유사한 문제가 서유럽 및 외국 자동차 기업에 의해 자동차 산업이 장악된 동유럽에서 발생할 가능성이 있다. 따라서 이를 방지하기 위해서는 소규모 국가가 다국적 기업의 FDI에 크게 의존하는 발전전략을 재고해야한다.

Abstract

With the progress of the globalization, the number of subsidiary and the importance of multinational corporation’s production in World GDP are increasing. The heart of the matter is that, in the multinational corporation’s network, the Hub (headquarter) - Nod (Subsidiary) relation is based on the inequality. In the case of Vertical FDI, FDI for the purpose of production and export, this matter is easily observed. When a multinational corporation relocates its factory to another country, the existing host country of this factory will face economic difficulty. Without the managing ability of large-scale industry, small economies suffer seriously from this relocation of factory. It results in the increase of unemployment. These examples can be found in Ireland and Belgium. With the FDI of multinational corporations, Ireland could achieve the remarkable economic growth since 1990’s. Unfortunately, Irish economy was badly affected by the EU enlargement to East European countries and by global financial crisis in 1998. After EU enlargement in gem4, multinational corporations relocate their factories from Ireland to East European countries. With global financial crisis, they restructured production network in the World and closed factories in Ireland. Now, Irish economy suffers from high level of unemployment rate. Belgian automobile industry suffers from the same matter. Since the bankruptcy of last Belgian Automobile company, “Imperia” in 1958, Belgium has been playing the role of production site of multinational automobile companies. However, after the closure of Renault’s factory in 1997, Volkswagen (in 2006) and OPEL (in 2007) have closed their factories in Belgium. In Belgium without national automobile company, this lay-out workers are long-term unemployed. This problem resulting from the relocation of production site by multinational corporations would occur in East European automobile industry which is fully controlled by Foreign automobile companies. Therefore, the FDI-oriented development strategy in small economies has to be reconsidered.
