초국적기업의 탈결합과 지방정부 역량

Transnational Corporation Decoupling and Local Government Capacity

본 연구는 초국적기업의 투자철회나 공장폐쇄, 이전과 같은 탈결합(decoupling)에 대응하는 지방정부의 역량에 대한 탐색적 논의이다. 탈결합 관련 정부 역량에 대한 기존 논의가 부재하기에 본 연구는 탈결합 대응을 위한 지방정부의 역량 네 가지를 도출하였다. 도출된 역량은 초국적기업의 특성과 세계생산네트워크(Global Production Network: GPN) 운영에 대한 이해 역량, 지역 경제 현황에 대한 파악 역량, GPN의 지역 경제에 미친 영향 분석 역량과 협상 역량이다. 이를 GM의 군산 탈결합 사례에 적용⋅분석한 결과, 탈결합을 막기 위한 군산시의 사전 대응 과정에서는 위에 제시된 역량 모두가 대부분 부족한 것으로 나타났다. 하지만 지역 경제 현황과 특성에 대한 파악 역량은 지역 전문가들과의 협업을 통해 사후적으로 발휘되었음이 발견되었다. 본 연구는 군산 지역의 주요 행위자를 심층 면접하였으며 기존 문헌과 각종 언론 및 통계 자료 등을 검토하였다.

Abstract

Due to the global financial crisis and deglobalization, transnational corporations (TNCs) decoupling from cities and regions through investment withdrawals and plant closures is emerging as a significant issue in South Korean manufacturing cities. Despite the extensive research on government capacity, there is little discussion about it in relation to the decoupling process. Thus, this study explores the capacity of local governments to cope with decoupling. Through the review of the relevant literature and the analysis of the Gunsan case, we suggest four capacities that local governments should have to counter decoupling: the capacity to comprehend TNCs’ characteristics and their global production network (GPN) operations, the capacity to grasp the status of the local economy, the capacity to analyze the impact of TNCs’ GPN on the local economy, and the negotiating power and skills. In the Gunsan case, most of the four capacities presented above were absent, but the capacity to grasp the local economy was demonstrated after decoupling through collaboration with local industry experts and activists. This study is methodologically based on in-depth interviews and archives.
