EU FTA협상전략에 관한 삼차원 게임이론 분석：한-EU FTA 사례를 중심으로

본 논문은 EU의 FTA 협상 전략을 분석하기 위해 기존의 양면게임이론을 응용한 삼차원게임이론을 도입하였다. 지역협력체가 공동통상정책을 배타적 권한으로 이양 받아 FTA 등의 통상 협정을 이끌어 나아갈 때의 특징을 이론화하여 명제를 다음과 같이 추출하였다. 첫째, 상품 규제 및 절차 규제 영역에서 공동체 수준의 높은 표준화를 지향한다. 둘째, 레벨Ⅲ 회원국 내에서 상대국에 대한 비교열위 산업은 회원국 정부에 압력을 가하거나 공동체에 직접 압력을 가하기도 한다. 셋째, 레벨Ⅱ에서 회원국은 패키지형 협상 전략으로 주장을 관철시키거나 혹은 이질성 강조 협상 전략을 펼 수 없으므로, 협상 자체를 반대하는 것으로 의견을 표출한다. 넷째, 미국을 견제하기 위한 전략적 FTA는 EU의 협상력을 높여 상대측 윈셋을 크게 만들어 협상을 유리하게 이끈다. 결론적으로 공동통상정책을 취하는 지역공동체는 WTO와 같은 다자주의가 추구해온 시장의 자유화, 개방 등을 지향하여 FTA 협상을 이끌어 나아간다는 것이다. 이는 단기적 측면에서 배타적 목적 수행처럼 보이는 다자주의와 지역주의가 하나의 궁극적 목적을 향해 나아감을 잘 검증해 주는 것이며, GATT 제24조 적용영역, 국경영역, 관세동맹 및 자유무역지역 허용의 목적을 긍정적으로 수행해 나아가는 것이다.
Abstract
In order to analyze the EU’s FTA strategies, this paper introduces a theory of three-level games, putting a two-level games theory in practice. Since Putnam suggested the theory of two-level games, many analysts have tried to apply it to international negotiations at the bilateral level. Putnam decomposes the international negotiation process into two stages. So the author applies this theory to regional integration area such as the EU, the Community has rights to the Common Commercial Policy. In view of these, this article puts forward a number of hypothetical proposition. A theory of three-level games analytically decomposes the international negotiation process into three stages; international level, regional level and national level. First, at the regional level, the Community is taking a high standard of product and process regulation. Second, a certain industries in each of the member states, forecasting comparative disadvantage, directly put pressure on national level (levelⅢ) or regional level (level Ⅱ). Third, though each of the member states faces pockets of strong domestic pressure to protect certain industries, it is impossible to refuse to negotiate with other state at the international level. Also, the member states cannot establish anynnot estabsuch as package negotiation or negotiation between different issues. Forth, in particular, EU carries its point to insist KORUS parity at the case of Korea-EU FTA, to widen Korea’s win-sets. In conclusion, the regional community with Common Commercial Policy, improves the standard of the multilateral agreement.
