Abstract

This study analyzes the main characteristics of the external policy of European Union based on the concepts such as “civilian power Europe,” “normative power Europe,” and “military power Europe.”In reviewing EU’s political and economic relations with South Korea and its development of relationships with North Korea, “civilian power” and normative power” is perceived to act as an important factor in EU's external policy-making. This is due to EU’s military constraints to establish its identity as “military power Europe,” its lack of relative interests in Korean Peninsula, and its limited role and influence as a less interested party in the region compared to United States and China. As a result, instead of “military power,” EU has established policies utilizing “civilian power” based on economic trade and humanitarian aid towards North Korea, as well as “normative power” based on normative value such as human right protection. Diplomatic and economic relations have been consolidated as Korea-EU relation as Korea-EU relation developed into strategic partnership sharing key values, which particularly reaffirms the importance of ”normative power” for EU.
