Abstract
As the U.S. began to suffer from financial crisis in 2008, the U.S. has exerted pressures on China for value appreciation of Yuan currency in order to recover its economy which has suffered from huge trade deficits generated by trade with China. On the contrary, China rejected the U.S. demands and began to establish new international financial order. Why China challenge the existing financial order in which the U.S. has played hegemonic role? Why the U.S. and China have conflicted and competed each other in international financial issueareas? Thus, this paper is to define the major factors that facilitated financial conflicts and competitions between the U.S. and China. This study adopts the hegemonic stability theory as a theoretical approach to examine the U.S.-China financial conflicts and competitions. In this sense, this study argues that U.S.- China financial conflicts and competitions have been resulted not by trade imbalance but by structural change stemmed from power transition between the U.S. and China. The results of research showed that the U.S. urged China to appreciate Yuan currency to recover the US economy by reducing trade deficits through G-20 meetings and the US-China Strategy Economics Dialogue. China refused the U.S. pressure and provided ‘public goods’ to Europe to overcome the European Financial crisis. Furthermore, China began to create new international financial institutions and attempted to initiate international financial order. The research results supported the arguments of the hegemony stability theory that a declining hegemony adopts extractive measures to maintain hegemonic status instead providing public goods. Thus, it is clear that the hegemonic structural change stemmed from power transition between the U.S. and China significantly affected and fostered the U.S.- China financial conflicts and competitions.
