Abstract
This paper attempts to conceptualise the Sino-American trade imbalance emerged from the mid-1990s on. Unlike the typical way of seeing the phenomenon as a symptom of the declining US hegemony with China ascending as an alternative, this paper interprets it as a sign of the persistent American hegemonic power structured in today’s international monetary system. To support this argument, the paper analyses how the cost of overcoming the 2008 crisis was passed onto China from the US. Faced with a possible financial meltdown, the US government did not hesitate to bailout banks and individual debtors while the FRB backed those policies by means of an unprecedented monetary tactic called ‘quantitative easing’. The possible negative effects of such a policy on the value of the dollar were prevented by China, whose wealth and economic growth relying much on the dollar, buying up treasury securities in a bulk. While taking over the burden of underpinning the dollar, China was in effect importing the uncontrollable ‘bubble’ from the US making its own domestic market flooded with easy credits and the following accumulation of non-performing debts. The unequal distribution of costs related with the de-facto policy cooperation shows that the imbalance should be seen as a sign of the continuing American monetary hegemony.
