본 연구는 1957년 유럽원자력에너지 공동개발 및 협력 정책(EURATOM)이 이루어지는 구체적인 과정을 살펴보고, 최종적으로는 이를 통해 현재 한반도가 직면하고 있는에너지와 관련한 주변국들과의 협력 방안에 중요한 시사점을 찾는 것을 목적으로 삼고있다. 역사적 참고를 위한 사례로서 유럽의 경험을 심도 있게 살펴보고, 더 나아가 동북아 지역의 평화 정착을 위한 핵에너지의 공동 개발 및 협력을 이끌기 위한 가능성과 필요성을 모색할 것이다. 핵에너지와 관련한 한반도의 긴장과 갈등이 고조되고 이 문제의해결을 위한 동북아 국가들 사이의 긴밀한 협력이 중요시되는 상황에서, 유럽원자력에너지 공동개발 및 협력에 관한 연구는 미래 동북아 에너지 협력체를 위한 많은 시사점과 함의를 제공해줄 것으로 본다.
Abstract
This study aims to explore the historical analysis on EURATOM (1957) and to suggest the implication for the cooperation of energy in Northeast Asia. Furthermore, through the close examination of EURATOM-Model, this article tries to find the possibility of the peaceful use of atomic energy and the future atomic energy community in North-East Asia. EURATOM was established by the Treaties of Rome, which 6 western european states signed 1957. On the one hand, EURATOM was an european project, because it was built for the european cooperation of atomic energy and the guarantee of common security of 6 european states. On the other hand, it had transatlantic dimension, because the establishment of EURATOM was the result of compromise between european states and USA, which did not want to see the development of the independent european atomic community. In this respect, it could be said that the driving forces of the development of EURATOM were 1)Pacifism, use of atomic energy, 2) Pragmatism, common development by the way of cooperation in energy and 3) Atlanticism, the relationship between Europe and USA.
