Abstract
Despite experiencing three military regimes over the course of the 20th century in 1909, 1936, and 1967 respectively, Greece was the birthplace of ancient democracy and the first mover toward democratization in the 1970s. However, Greece has been placed at the fore front of the wave of globalization under its sovereign debt crisis. This paper traces what factors made the emergence of Greek military regimes possible, what kinds of domestic and international variables brought about its relatively fast democratic transition, and which kinds of choices during the democratic consolidation eventually resulted in the current crisis. I suggest two standards to analyze the characteristics of democratic transition in Greece: first, socio-economic structure vs. choice of actor; second, maximal definition of democratic consolidation vs. minimal definition of democratic consolidation. The emergence and retreat of military regimes in Greece can be properly explained with the choice of the actors who wanted to protect the interest of the military as a whole. A convergence of policy through the moderation of elite positions from each camp contributed to manage democratic transition on a solid basis. However, this choice is also criticized as one cause of the current crisis since the passive past liquidation with elite compromise has left party clientelism and partiarchal statism uncontacted. The Greek case also shows that a minimal definition of democratic consolidation with rule and procedure would be meaningless unless otherwise an maximal definition of democratic consolidation with redistribution of justice and socio-economic equality is not agreed upon.
