Abstract

This study explores the effects of foreign aids of European Union(EU) that is the biggest donor to Africa on democracy in African countries. Specifically, this study examines whether the foreign aids of EU before and after the Cotonou Agreement that emphasizes democratic conditionality in 2000 have a different impact on democratic development of African countries. For this analysis, this study examines the relationship between Official Development Assistance(ODA) received from EU and Freedom House Democracy Index in 46 African countries from 1973 to 2014 by employing panel simultaneous equation model. The results show that there is a statistically positive correlation between ODA received from EU and democracy in African countries after 2000 but no correlation before 2000. This result implies that EU’s democracy conditionality forces political leaders to promote democratic conditions in African countries that are economically dependent on EU’s ODA.
